The Kyoto Protocol stands for an agreement negotiated in December, 1997, by 160 countries. The agreement provides a polluting emissions reduction with 5,2% within the period 2008-2012, in comparison to year 1990, for the industrialized countries. In order to become valid, the agreement was to be signed by at least 55 countries responsible for 55% of the global CO2 emissions. This condition was met in October 2004, when Russia ratified the agreement (Russia has 17,4% of the emissions). After the Marrakech conference (November 2001), the seventh conference of the signatory parties, there were 40 countries to have been signed the Kyoto Protocol. In November 2004, the number of the participating countries was up to 127, including Canada, China, India, Japan, New Zeeland, Russia, the 25 members of the European Union, together with Romania and Bulgaria, as well as Republic of Moldova.
As a result of the Kyoto Protocol and other policies aimed to reduce the CO2 emissions, a new commodity appeared, having its own value: the emission reducing units (the CO2 allowances).
